Where it stops
At the moment the document is finished. That is not a criticism of the document. A good strategy tells you which audience to go after, what to say, and which channels to use, and knowing that is better than not knowing it.
But the reason most products have no users is not that the founder lacked a positioning statement. It is that nobody made the video, posted it five days running, found the twelve people who reach the audience and wrote to them, answered the four threads where somebody asked for exactly this, and pitched the three journalists who cover the space. A plan converts into users only through repetition, and repetition is the part founders do not have time for.
